In times of austerity it becomes more important than ever to acknowledge that safe and decent prisons only come about by listening to staff and inmates. I would seek to dismantle the present MoJ command and control structure and return to a position where Governors have authority to innovate and find local solutions that can improve each regime as they see fit.
We need more evidence to underpin the decisions made at every level of the criminal justice system, not least of which is sentencing. I would create an institute for evidence-led policy, like the National Institute for Clinical Excellence. Let’s see more use of scientific methodology, such as randomised control trials.

People are released on temporary licence in order to attend interviews for jobs and accommodation, organise training opportunities and rebuild and maintain relationships with families. By introducing this new restrictive approach to temporary release, the MoJ is seriously obstructing the efforts of the new Community Rehabilitation Companies to reduce reoffending.
While overcoming difficulties was a part of their journey towards the good life, goals such as a home and healthy relationships were as important to these individuals as most people who don’t face their challenges. Crime is down, there are fewer offenders, but the prison system remains overcrowded since people are serving longer sentences.
NOMS just published its latest workforce information summary report which records the number of staff working for Community Rehabilitation Companies at 31 December 2014. Overall there are about 150 fewer full time equivalent staff working for the 21 CRCs (who were at the time still part of the public sector); an overall reduction of 1.84%.
Despite this very substantial rise in the number of sexual offences recorded by the police, it’s important to remember that sex offences remain the most under-reported crime.
Perhaps the most pleasing finding of this ONS report is that the decrease in the number of violent crimes has been influenced more by a fall in repeat victimisation than a fall in one-off victimisation.
It will be fascinating to see if the new Community Rehabilitation Companies can reduce the reoffending rates of short term prisoners now that they have the first opportunity to provide supervision to this group.
